Once legislation is enacted, Reno & Cavanaugh helps to shape how the law works in practice, by participating vigorously in the administrative law process and by assisting its clients with program and policy implementation and reform.  Reno & Cavanaugh regularly deals with implementation issues surrounding HUD, IRS, HHS, and DOT regulations and advocates for regulatory changes.  Our firm also assists clients through audits by the HUD Office of Inspector General (OIG) concerning procurement, use of federal funds, agency affiliates, and other matters reviewed by OIG or by HUD's Real Estate Assessment Center (REAC).

Reno & Cavanaugh assisted this client in creating a Legislative Affairs Committee, which will enable it to participate more directly in public awareness and advocacy campaigns, and to more broadly influence issues affecting low-income housing.  
 
PHAS Litigation          
 
Reno & Cavanaugh, along with a coalition of industry groups, stopped HUD from violating administrative notice-and-comment procedures when implementing its new physical inspection criteria for certain types of affordable housing.

Baltimore Housing Authority
 
Reno & Cavanaugh assisted this program manager to implement the Section 8 component of a consent decree resulting from federal litigation.  The firm helped to design a procurement process and a unique rental housing program utilizing Section 8 vouchers.
 
OIG Audit of Affiliates
Florida housing authority
 
Reno & Cavanaugh helped this client mitigate the budgetary damage resulting from an audit performed by the HUD Office of Inspector General and assisted in unwinding certain transactions entered into by prior management.
