- Represented a non-profit lender in several loan closings using the District of Columbia Housing Preservation Fund, including an $11,456.000 loan to a developer partnering with the tenants association to purchase their apartment building through TOPA
- Assisted a landlord with lease terminations, amendments and negotiations with tenants due to the COVID-19 pandemic
- Assisted several developers in partnering with tenant associations to acquire their buildings through TOPA
- Obtained multiple real property, transfer and recordation tax exemptions for several clients under the District of Columbia Nonprofit Affordable Housing Developer Tax Relief Act

As a Member at R&C, David J. Walker focuses on commercial real estate transactions with an emphasis on multifamily affordable housing. David represents lenders and developers in the acquisition, refinancing and sale of multifamily properties as well as landlords and tenants in leasing matters. With over thirty-five years of experience practicing law in the District of Columbia and Maryland, David has successfully guided buyers and sellers through transactions leveraging FHA/HUD-Insured mortgages and utilizing a variety of local tax-exemption programs, as well as the Right of First Refusal processes in both Prince George’s County and Montgomery County, Maryland. He has advised and aided buyers, sellers and tenant associations to successfully navigate D.C.’s Tenant Opportunity to Purchase Act (TOPA) process. David also assisted several housing authorities with ground leases of their property in connection with RAD and other dispositions and redevelopments of public housing developments.
