- Represented a non-profit lender in several loan closings using the District of Columbia Housing Preservation Fund, including a $5,000,000 loan to a non-profit cooperative association
- Assisted a landlord with lease amendments and negotiations with tenants due to the COVID-19 pandemic
- Obtained several real property, transfer and recordation tax exemptions for a client under the District of Columbia Nonprofit Affordable Housing Developer Tax Relief Act
- Acquired HUD approval of a modified transfer of physical assets for a mixed-use project with 205 residential units in the District of Columbia and advised on transaction structuring so the transaction would not be a sale subject to the D.C. Tenant Opportunity to Purchase Act

As Of Counsel at R&C, David J. Walker focuses on commercial real estate transactions with an emphasis on multifamily affordable housing. David represents lenders and developers in the acquisition, refinancing and sale of multifamily properties as well as landlords and tenants in leasing matters. With over thirty years of experience practicing law in the District of Columbia and Maryland, David has successfully guided buyers and sellers through transactions leveraging FHA/HUD-Insured mortgages and utilizing a variety of local tax-exemption programs, as well as the Right of First Refusal processes in both Prince George’s County and Montgomery County, Maryland. He also has aided buyers, sellers and tenant associations navigate D.C.’s Tenant Opportunity to Purchase Act (TOPA) process.
