Prior to joining R&C, Geoff represented mortgage lenders and borrowers in commercial real estate financing transactions, including refinancing, new construction, permanent financing, and acquisitions. His practice was primarily focused on FHA-insured healthcare and multifamily project loans. Previously, Geoff represented public housing authorities, project owners, and developers participating in HUD-assisted programs. In particular, he assisted clients with respect to regulatory and enforcement issues, transactional real estate matters, and litigation arising under federal affordable housing contracts.

Geoffrey Cooper focuses on all aspects of Federal Housing Administration (FHA) finance, affordable housing, and community development. Geoff represents both lenders and borrowers in the acquisition, construction, and refinancing of multifamily housing and healthcare facilities. Geoff has represented national commercial lenders in FHA financing utilizing low-income housing tax credits and tax-exempt bond financing. Upon joining R&C, Geoff’s practice has expanded to the assistance of clients with redevelopment efforts for public housing authorities and private developers, as well as regulatory and enforcement issues before the Department of Housing and Urban Development.
